Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are conducted: hopeful statements are issued from various governments. Considerable effort is allocated on managing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from Russian territory, a capability enabled by timely intelligence. From observation points, military aircraft that had been scrambled to counter approaching cruise missiles flew past – advanced fighter aircraft provided to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems thundered: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely provided by Western nations. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: perhaps the approaching threat won't cause damage this time, protecting urban areas from devastation and additional electricity failures.
Ongoing Risks
Soon after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly Western-made equipment. Regrettably, the bullets missed the opposing UAV – it maintained course toward its target.
With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and infrastructure problems in multiple buildings as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are clearly incapable to fill in the short term.
Unsuccessful Negotiations
The comprehensive proposal from American leadership generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new proposal from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, endure.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a assumption well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unfeasible to compel Moscow to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its favour in the months ahead.
Divergent Views
Therefore, Moscow is certain that time is on his side – that Ukraine and its partners are nearing depletion. Their incentive to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but averting a complete military breakdown until conditions improve in its advantage.
Existing Situation
Realistically, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not shift toward homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.
These two forces are influencing discussions.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the other European countries, along with calming attempts of representatives, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on sustained allied backing.
